In the Fall of 2003 Ms. Martel, MPP Nickel Belt, introduced Bill 30, Ontario Disability Support Program Amendment Act (Fairness in Disability Income Support Payments) to the legislature. Bill 30 received it's First Reading in the legislature house on December 16, 2003. Since then the bill has stalled and is still waiting for a Second and Third reading. With the new Session that began in the fall of 2005 Bill 30 has died. The purpose of Bill 30 was to include an annual cost of living increase to the ODSP benefit rates. To read Bill 30 in English visit: Bill 30 - Ontario Legislature Unfortunatly the death of Bill 30 means that efforts to provide annual automatic increases to ODSP rates must be started over. I am proposing that continued pressure be brought on the legislature by continuing the struggle with the ODSP Legislation Petition. Please see the next article for details on the ODSP Legislation Petition. The average Ontario citizen can not introduce bills in the legislature that deal with financial or legislative alterations but we can petition the government to introduce bills. I have prepared a general petiton to call on the Ontario Government to introduce a bill that will begin the process of correcting some of the major flaws in the Ontario Disibility Support Plan Act. While the true value of petitions is debateable it is know that unless we make our voices heard often and in the proper places nothing will ever happen. To this end that is what this web site, the ODSP Action Coalition and the ODSP Recipient's Alliance Group are here for. To provide motivation and assistance to Ontario Disability Support Plan Recipients in their struggle to speak up and speak out to the legislature and to all Ontarians. You can do your part by using this Legislation Petition as an introduction to explain the ills of the ODSP Act and gain support of the population in urging our Ontario Government to be Socially Mature and bring the ODSP Act into the 21st Century. To read and download the petition please visit: View the ODSP Legislation Petition The average citizen can actually do a lot in persuading their government to pass new legislation but when a group is working together there is a greater effect. The old saying 'There's power in numbers' is very true expecially when trying to influence our government. On the last day of the Spring 2004 session of the Ontario Legislature (June 24, 2004) Mr. Marchese (MPP NDP Trinity--Spadina) addressed the house in reference to the Heritage Bill. During his address he provided many tips and suggestions about lobbing and getting a bill passed. The hilites of Mr. Marchese's tips are:
You need a movement, a movement of people. If you go individually to an MPPs office and only one person in that constituency comes to say, "I want this bill or that bill," it's not enough. Go to the constituency office, meet with the staff and say you want to meet with the minister and/or the MPP. If the MPP is too busy to see you, they don't want your vote or they don't need your vote. Every MPP is available in their constituency office on Fridays to meet with you. And if they're not available to meet with you on Fridays, they don't want to meet with you. On September 16, 2004 I received an email that contained the following: “Hi again Malcolm. Regarding dismally inadequate ODSP pensions: I have sent several letters to John Milloy MPP, phoned and emailed him numerous times. I always receive the same hogwash responses from him. I would therefore be very interested in visiting Mr Milloy's office with a group of other ODSP activists. ” While I am not in a positon to set up appointments with local MPP's, I do have a few suggestions for doing it. You don't have to be a group to request and receive a meeting in person with your MPP. You have to call your MPP's constituency office and request a meeting. It may take a few weeks to get the appointment but you must be granted one, they typically are booked for Fridays (most MPP's assign Fridays as their day in the office) and are set up sporadically. The booking receptionist for your MPP will ask you for a reason for meeting with your MPP, you do not have to give a reason and you cannot be denied the meeting for not giving one but you could tell them that you will be presenting a petition and requesting that your MPP present it to the legislature and you NEED to present it in person! The booking receptionist will try to dissuade you from an appointment but be persistent! While you are waiting for your meeting date download the petition and have as many people sign it as possible - remember that they don't have to be on ODSP they just have to agree with the Petition. If you want to have a group attend the meeting with you ask your signers if they will join you, just remember that most offices can only accommodate 3 or 4 guests. How would they justify ignoring the petition if it appeared to be supported across the entire province? This is one positive way you can become involved with making a difference!

I am building an ODSP Recipient Contact List so that recipients in the same geographical area can get together to form support groups and / or work as a group in promoting community awareness of the changes that need to be made to ODSP Legislation. The list will be stored off-line and will only contain the recipients name, general geographical location and minimal contact information. How Will the information be forwarded? This information will be passed on by request only. If a recipient wishes to contact members in their area THEIR information will be forwarded to you and you will have the choice of actually making the contact. Contact information will not be given directly to the party requesting the information! I will be screening all requests for validity before entering their name in the collection or forwarding. NOTE: If you are sending in the information for a recipient who does not have an email address please send an alternative method of contact, please do not send actual mailing addresses or phone numbers! Today there are many groups working toward making a better future for Ontarians who depend on ODSP for survival. You will be helping yourself along with others by becoming involved with a group. Being active in a group will provide you with an outlet for frustrations as well as gaining that good feeling of being worth something again. Find a group that best meets your outlooks and get on board. There are always lots to do in activism groups so no need to feel that you will be imposing. Members are needed for everything from giving an opinion to meeting with influential people. The area of greatest need in any group is members who are willing to spend a couple of hours a week doing the little things like writing a letter and sending it out, talking about the group and the work it is doing, finding other members amoung your aquaintences and people you meet, making a few phone calls, handing out flyers in your community, making contact with your local media and the list goes on. Please take a few minutes to visit the groups listed here for ideas and then get out and get going. PS. The ODSP Action Coalition: The ODSP Action Coalition is made up of community clinic caseworkers, agency staff, community activists and ODSP Recipients. We undertake campaigns and activities designed to raise awareness of issues affecting persons in receipt of Ontario Disability Support Program ("ODSP") benefits. The ODSP Recipient's Alliance Group: There is a new group forming that will be focusing on bringing problems with ODSP and ODSP offices into the limelight and working toward making our fellow Ontarians aware of those problems. The Time for Life ODSP Fireside Chat Group: This is a group designed to allow ODSP recipeints a place to visit with each other, become friends, share information, provide support and comfort, and just feel like being able to belong somewhere. What is Social Maturity? Are we Socially Mature, is out government socially mature, what does it mean to be socially mature? ODSP Recipients need to be treated with more social maturity if we ever hope to reach a level of financial support that will allow us to live in Ontairo with dignity and again become participants in Ontario Lifestyles. I am not saying that we want the world and I do hope that most recipients would agree with me, what we are saying is that we must be treated in a more mature manner. But if we are going to ask for more social maturity from our government and those government employees that are supposed to be there to provide help and assistance then WE have to understand what we are asking for. If you think you have a good understanding on what Social Maturity means then this essay will be a great refresher and think piece. If you are unsure about what it means to be Socially Mature then this essay will give you the grounding to begin your own journey into the world of Social Maturity. Good reading. Every group and organization that operates without direct funding relies on YOU for your physical, mental and financial support. There are always projects that need doing and unfortunately there are real costs associated with bringing the project into being and then maintaining that project. I have always beleived that when a good project is proposed and undertaken the funding will be available but we must ask for that funding. Well here comes the hard part, your financial help is needed NOW! There are three main areas where your input will be of great service. This web site is maintained on a volunteer basis and is currently being hosted on my personal web space provided by Cogeco Cable. This arrangement has worked wonderfully in the past but I am running out of storage space. In addition there are other projects that I would like to bring to this site that require a dedicated internet web site host. To move the ODSP Activism Web Site to a new server financial assistance from a few good people is a MUST. The ODSP Action Caolition has made many inroads with the Ontario Government and has already brought changes in how the ODSP recipient is treated. There is much more work to be done though and some of the upcomming projects will require having materials printed, which requires financial support, and the web presence must be maintained. The new group ODSP Recipient's Alliance Group that is currently being formed will also need your support. Again there will be a web presence to maintain, communication costs for meetings and printed material costs involved in building the group. As much as possible there will be sharing of support between the three areas when available but ongoing support would allow much more to be planned for.
